SC'S NEW FEE STRUCTURE EXPECTED TO TAKE EFFECT ON JAN 1, 2026 - MOF

KUALA LUMPUR, Nov 12 (Bernama) -- The Securities Commission Malaysia’s (SC) new fee structure is still under review by the Attorney General’s Chamber and is expected to take effect on Jan 1, 2026, according to the Ministry of Finance (MoF).

In a written reply published on the Parliament website, the ministry said that the SC had conducted over 100 engagement sessions with stakeholders, including banks, brokers, and fund managers, before finalising the new fee structure.

The MoF said the SC only imposes fees on parties that directly benefit from the SC’s regulatory and developmental efforts, namely market institutions and participants, most of which, or the majority, are entities with strong financial capacity.

“The principle behind the review of the SC’s fee structure is based on balance and fairness, taking into account the size, complexity, and level of activity of each institution and capital market participant.

"In addition, the SC has contacted the entities involved to obtain their respective estimated fees, calculated according to the SC’s fee formula," said the ministry.

The ministry was responding to a question from Lim Guan Eng (PH–Bagan), who asked about the annual fees imposed by the SC on listed companies and the new annual fee structure to be collected.

Meanwhile, in response to a separate question from Datuk Abdul Khalib Abdullah (PN–Rompin) on the implementation status of the capital gains tax (CGT) and the high-value goods tax (HVGT), the MoF said that CGT collections for the 2024 assessment year amounted to RM162 million.

The ministry also informed that the implementation of the HVGT had been reviewed and aligned with improvements to existing tax policies through the expansion of the Sales and Service Tax (SST) scope, which came into effect on July 1, 2025.
