PUTRAJAYA, Dec 7 (Bernama) -- The Public Service Reform Agenda (ARPA) has begun to show success, but efforts to improve it must continue, said Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar.
He said the government cannot be complacent with its current achievements and must listen to the public's feedback on areas that still need improvement.
"That’s why I prefer to hear what the public is still dissatisfied with so that we can make improvements," he told Bernama on the sidelines of the Rancakkan MADANI Bersama Malaysiaku programme here today.
Shamsul Azri said one of the key improvements being focused on is strengthening public servants’ understanding of the Malaysia MADANI concept through the new Malaysia MADANI Public Servants (MMPA) module, developed by the National Institute of Public Administration (INTAN).
He emphasised that each Ministry's secretary-general (KSU) is responsible for ensuring that public servants under their leadership understand the aspirations of Malaysia MADANI.
"We are making it mandatory for all public servants to answer questions in the MMPA module. If their performance is poor, the KSU will be held accountable and will face consequences.
"The KSU should be the first to understand what Malaysia MADANI is, and they should inform and teach their staff,” he said.
Shamsul Azri also announced that the evaluation of public servants' performance through the MMPA module will begin on Jan 1.
Introduced in September last year, ARPA is a national strategic framework designed to strengthen and modernise the delivery of public services in Malaysia.
Its goal is to make the public service more efficient, high-performing, and focused on the needs of the people.
The framework is driven by five main pillars: values and governance, human capital, organisational development, service delivery, and public-private synergy, and is supported by a detailed action plan to achieve the desired reform outcomes.
