CGTN Releases Analysis On China’s New Quality Productive Forces

KUALA LUMPUR, March 2 (Bernama) -- Provincial government work reports from China’s Two Sessions reveal a decentralised approach to technological development, with each province carving out its niche in high-tech, high-efficiency industries.

According to China Global Television Network (CGTN) in a statement, the key trend is the "clumping" of innovation, with traditional powerhouses such as the Greater Bay Area (GBA), the Yangtze River Delta, and the Beijing-Tianjin-Hebei cluster evolving from economic zones into integrated innovation corridors.

The GBA focuses on the "mid-test" stage, bridging lab prototypes and mass-market products. Drone production already accounts for 90 per cent of the national total and industrial robots 40 per cent, with expansion into embodied artificial intelligence (AI) and deep-sea exploration.

Meanwhile, in the Yangtze River Delta, Shanghai is advancing brain-computer interfaces and 6G, Anhui has become a hub for quantum computing and nuclear fusion, and Jiangsu focuses on electric vehicles, batteries, and solar panels.

Beijing broke 210 bottleneck technologies in 2025, with growing synergy alongside Tianjin’s manufacturing and Hebei’s digital infrastructure in the Xiongan New Area.

The reports also highlight a "go west" movement for data and green energy under the national "East Data, West Computing" initiative. Inner Mongolia and Guizhou leverage cool climates and low-cost energy for computing hubs, while Ningxia and Qinghai are developing green hydrogen and zero-carbon computing capacities.

Other provincial specialisations include Shaanxi’s attosecond lasers, Shandong’s maritime satellite launches, with 137 satellites from the Oriental Aerospace Port so far, and Hubei’s development of "Optics Valley" as a global optoelectronics hub.

These developments align with China’s 15th Five-Year Plan (2026 to 2030), aiming to strengthen technological self-reliance. By 2026, these localised clusters are expected to form a resilient national innovation network.

The provincial reports set the stage for the 2026 national Two Sessions in Beijing on March 4 and 5, where lawmakers and advisors will consolidate these insights into a strategic blueprint for China’s next era of self-reliance.
