SEREMBAN, March 21 (Bernama) -- All civil servants, be it at Federal level or state, must have a high value of loyalty to leaders and the country and carry out their services with dedication and integrity, said Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar.
He said all policy goals introduced by leaders would be easier to achieve if civil servants carried out the trust with high values of loyalty and dedication when carrying out their duties entrusted on them.
"There are five aspects of 'Loyalty' that need to be paid attention to, namely loyalty to the constitution and laws of the country, commitment to the duties and trusts given, the practice of professionalism, creating public trust and willingness to serve the country.
"Civil servants must ensure that all citizens receive fair and equitable treatment regardless of background, ethnicity, or religion. In the context of administration, civil servants need to ensure that the distribution of national resources is done fairly and balanced so that no people are left behind,” he said.
He said this in his speech at the Negeri Sembilan Level MADANI Loyalty Tour organised by Akademi Kenegaraan Malaysian (AKM) which was also attended by Negeri Sembilan Menteri Besar Datuk Seri Aminuddin Harun and State Secretary Datuk Mohd Zafir Ibrahim here today.
Shamsul Azri said every civil servant must put the value of integrity in himself to uphold the patriotism of a civil servant and not be involved in any abuse of power or corruption.
"The appreciation of the value of integrity will avoid symptoms that damage the country's administrative system and ensure that the people's trust in the government continues to be preserved," he said.
Meanwhile, Shamsul Azri said the Jelajah Taat Setia MADANI Civil Servants programme is a new initiative of AKM, aimed at improving the effectiveness of civil servant delivery, strengthening the spirit of loyal obedience among civil servants towards leaders, government and the country.
He said the programme provided an explanation on the integrity and values of the state as well as strengthened understanding of the concept of loyalty based on the Constitution and the principles of parliamentary democracy as well as responsibility in carrying out duties in line with the concept of Malaysia MADANI.
"Negeri Sembilan is the first state in the series of the MADANI Civil Servants' Loyalty Tour, and after Hari Raya Aidilfitri it will be followed by other states," he said in front of 1,000 federal and state civil servants.
Shamsul Azri also launched the Prime Minister's Department General Circular No. 1 of 2025, entitled 'Cultivation of Patriotic Practices and Loyal Obedience of Civil Servants'.
The General Circular No. 1 of 2025, states that all government premises are required to implement the Rukun Negara Pledge and sing the ‘Negaraku’ at least once a week.
In addition, the recitation of the Rukun Negara pledge and the singing of the national anthem at official government functions should also be made a regular practice and all government agencies should fly the Jalur Gemilang throughout the year continuously not limited only to the National Day and Malaysia Day celebrations, he said.
According to the circular, residents of government quarters are also required to fly the Jalur Gemilang during National Day and Malaysia Day celebrations to show their spirit of patriotism.
