MOHD NA’IM CALLS FOR IMMEDIATE DRAFTING OF INCLUSIVE SYARIAH ACTION PLAN FOR PWD

29/09/2025 03:04 PM

KUALA LUMPUR, Sept 27 (Bernama) -- Minister in the Prime Minister’s Department (Religious Affairs) Datuk Dr Mohd Na’im Mokhtar has urged for the Special Inclusive Syariah Action Plan for Persons with Disabilities (PWD) 2026 to 2030 to be drafted immediately, to ensure Syariah services truly address the community’s needs.

He said the PWD community, particularly the visually impaired, faced various challenges, including access to Syariah-related information, physical facilities in courts, job opportunities and social support, with many still struggling to obtain their rights fairly and with dignity.

“Therefore, I have instructed that this action plan be drafted without delay. This plan will serve as a comprehensive guide to ensure Syariah services genuinely meet the needs of the PWD community in a systematic and effective way.

“I also stress that PWD-friendly facilities be expanded in all religious institutions and Syariah courts, including the provision of Braille reading materials, sign language interpreters and awareness training for officers to better understand the realities of life for this group,” he said in a Facebook post today.

Mohd Na’im also emphasised the need to strengthen cooperation between agencies such as the Department of Islamic Development Malaysia (JAKIM), the Malaysian Syariah Judiciary Department (JKSM), the Family Support Division (BSK) and PWD non-governmental organisations (NGOs) to successfully advance the inclusivity agenda in a holistic manner.

“Malaysia MADANI is not just a slogan. It is our commitment to build a nation that cares for all, regardless of physical, social or economic background. This is the face of Islam as a religion of compassion that upholds the principles of maqasid Syariah — preserving religion, life, intellect, lineage and property for all citizens.

“I call on all religious institutions, civil society and Malaysians to collectively support this agenda. No one should be left behind from receiving justice, compassion and the opportunity to live with dignity,” he added.
