212,543 TAXPAYERS SUBMIT E‑INVOICE, OVER 1 BLN TRANSACTIONS RECORDED AS OF FEB 23

KUALA LUMPUR, Feb 24 (Bernama) -- A total of 212,543 taxpayers have submitted more than one billion e‑invoice transactions in all from 2024 to Feb 23, 2026, said Deputy Finance Minister Liew Chin Tong.

Kiew said the number of transactions provides a clearer picture for addressing tax non-compliance, revenue leakage, and the growth of the black market.

“E‑invoicing also helps companies digitise their businesses,” he said during a question-and-answer session in the Dewan Rakyat today.

The deputy minister was responding to a supplementary question from Datuk Shamshulkahar Mohd Deli (BN‑Jempol), who asked how much transaction data had been received from merchants through the implementation of the e‑invoice system by the Inland Revenue Board (IRB) since Aug 1, 2024, and what steps the ministry is taking to ensure fair and equitable tax compliance, particularly in tackling non-compliance or revenue leakage.

Liew also explained that the move aims to ensure these businesses can adapt in 2026 to digital equipment, particularly e-Point-of-Sales (e-POS) systems, and then adopt them comfortably thereafter.

According to Liew, the government raised the annual sales threshold for e-invoice implementation exemptions twice in 2025 — from RM150,000 to RM500,000 on June 5, 2025, and then to RM1 million on Dec 6, 2025.

“This phased approach benefits over one million taxpayers, especially hawkers, small traders and roadside stallholders, by exempting them from the e-invoice implementation requirement,” he said.

Earlier, Liew responded to Shamshulkahar’s question about the government’s steps to ensure Phase Four of e-invoicing does not burden small and medium enterprises (SMEs) with compliance costs, such as training and software.

The deputy minister said the government had introduced two measures to assist SMEs.

“Firstly, there is an additional 12-month transition period from Jan 1, 2026, to Dec 31, 2026. This allows taxpayers to issue consolidated e-Invoices, and no penalties or fines will be imposed for any non-compliance during the transition period,” he said.

Secondly, Liew said the MyInvois digital POS platform was introduced.

“With this platform, SMEs no longer need to invest in developing their own system because it is accessible for free, and it has even been expanded to include businesses with annual revenues of up to RM5 million,” he added.

Liew said the IRB continues to provide free briefing sessions, engagement, and hands-on assistance to traders, especially SMEs, to improve understanding and facilitate the implementation of e-invoicing.

He said to date, the IRB has conducted over 2,500 briefing and engagement sessions for traders nationwide.
