VAMS EXPECTED TO BE ENFORCED IN KLIA TERMINAL 2 BY END OF MARCH

KUALA LUMPUR, Feb 25 (Bernama) -- The Dewan Negara was today told that the Vehicle Access Management System (VAMS) is expected to be implemented at Terminal 2 of Kuala Lumpur International Airport (KLIA) by the end of the first quarter of this year.

Deputy Transport Minister Datuk Hasbi Habibollah said since its implementation on Dec 1 at KLIA Terminal 1, VAMS has shown significant improvements, particularly in reducing the rate of violations of parking time limits in terminal kerbsides, thus improving the smooth flow of traffic.

“Statistics up to Jan 20 show a decrease in average waiting time from 2.99 minutes to 2.75 minutes at the departure level, and from 8.91 minutes to 2.65 minutes at the arrival level.

“Violation of stopping time limits has also decreased from 11.7 per cent to 0.5 per cent at the departure level and from 18.8 per cent to 1.4 per cent at the arrival level,” he said in response to a question by Senator Robert Lau Hui Yew on the ministry’s moves to address traffic congestion at both terminals.

In addition, he said that currently traffic control enforcement at Terminal 2 is carried out by the Royal Malaysia Police (PDRM) based on the Road Traffic Regulations 1959 and the Road Transport Act 1987, while Malaysia Airports Holdings Berhad (MAHB) is implementing vehicle tyre clamping as an additional measure to reduce congestion.

Hasbi said VAMS at Terminal 1 KLIA has set a 10-minute limit for vehicles on the outside lane to drop off or pick up passengers with penalties imposed if the time limit is exceeded.

He said the penalty rate starts from RM10 to RM40 depending on the time period, while vehicles that wait for more than 30 minutes will be charged a cumulative penalty of RM100 and if they refuse to leave or the vehicle is abandoned, they will be towed away with a charge of RM200 plus a storage charge of RM30 per day.

He said the issue of congestion in front of the main entrance lanes of Terminal 1 and Terminal 2 KLIA has been one of the main challenges since the opening of both terminals due to use exceeding the allowed time and public vehicles being left unattended.
