DEWAN RAKYAT APPROVES RUKUN TETANGGA (AMENDMENT) BILL 2025

KUALA LUMPUR, Dec 2 (Bernama) -- The Dewan Rakyat today passed the Rukun Tetangga (Amendment) Bill 2025, which, among other things, aims to streamline the provisions under the existing Rukun Tetangga Act 2012 (Act 751).

The bill, tabled by National Unity Minister, Datuk Aaron Ago Dagang, was approved by a majority vote.

Aaron, when winding up the debate on the bill, said that the amendments were crucial to strengthening the role and function of the Rukun Tetangga (RT), which has evolved beyond neighbourhood watch and security duties, to include activities which help spur the local economy.

Meanwhile, the Ministry of National Unity, in a statement, said that the amendments were a strategic move aligned with current needs, enabling RT and the Voluntary Patrol Scheme (SRS) to operate more effectively, while enhancing the implementation of government policies at the grassroots level.

It said that the amendments to Act 751 focus on two key aspects - extending the appointment period of Neighbourhood Watch committee members (AJKRT), and streamlining the provisions of the existing act.

“The extension of the AJKRT appointment period refers to lengthening each term of appointment to three years, with consecutive appointments limited to two terms, or a maximum of six years, in the same area.

“Reappointment may also be granted for an additional term, with the approval of the Rukun Tetangga director-general,” it said.

As for the streamlining of Act 751, the amendments introduce, among other matters, a new definition of ‘persons with an interest’ in an RT area and stipulate that only citizens may be appointed as AJKRT members.
