IMPLEMENTATION OF E-TANAH THROUGH PPP A MAJOR SHIFT IN COUNTRY'S LAND ADMINISTRATION - NIK NAZMI

PUTRAJAYA, 6 Nov (Bernama) --  The implementation of the e-Tanah System through public-private partnership (PPP) is a major shift in the country’s land administration and management, said Minister of Natural Resources and Environmental Sustainability Nik Nazmi Nik Ahmad. 

He said the implementation of the system could help address public concerns about land-related matters, which many feel are complicated, time-consuming, and lack transparency.

“The PPP e-Tanah system is one of the proofs of the continued commitment of the Ministry of Natural Resources and Environmental Sustainability (NRES) to realising faster, more efficient and transparent land administration services in the states.

 "This system is seen as a pragmatic effort in line with the rapid development and challenges of the digital era that demands us to implement a more comprehensive and user-friendly system," he said at the signing of the Concession Agreement for the Implementation of the PPP e-Tanah System in Melaka here today

The concession agreement, for 14 years, was signed by NRES, the Melaka Government and the concession company, Puncak Tegap Sdn Bhd.

The signing of the agreement was witnessed by Nik Nazmi, Melaka Chief Minister Datuk Seri Ab Rauf Yusoh, and Puncak Tegap Sdn Bhd executive chairman Syed Azmin Syed Nor.

Commenting on the project, Nik Nazmi said it includes the development of a system for nine land administration modules namely registration, revenue, strata, disposal, development, enforcement, acquisition and consent, to be used by the the Land and Mines Office and District Land Offices in the state.

He said it also involved the development of a mobile application to facilitate user access to the system. 

"Users can now make transactions such as checks and tax payments anywhere through mobile devices. It will further improve the efficiency of land administration in Melaka," he said

Meanwhile, Ab Rauf said it is important to have an efficient land administration system as land revenue contributes to 60 to 70 per cent of the total state’s revenue.

"The state revenue in 2023 was RM479.6 million, of which RM310.6 million is from land revenue. Therefore, I hope that with a stable and up-to-date system, the state government will be able to further increase the revenue projections for the preparation of the Budget in the future," he said
