MELAKA, Nov 6 (Bernama) -- The engagement between Public Service director-general Tan Sri Wan Ahmad Dahlan Abdul Aziz with Melaka civil servants served as an essential platform to strengthen cooperation between the Public Service Department (JPA) and the state administration.
In a statement today, JPA said the session highlighted the role of civil servants as pillars of reforms, agents of change and custodians of the MADANI aspirations.
“JPA, in collaboration with the Melaka State Secretary’s Office, continues to reinforce the implementation of the Public Service Reform Agenda (ARPA) based on H.E.M.A.T values to ensure integrity, responsiveness and high-impact governance,” it said.
H.E.M.A.T. is an acronym for Hijrah Tata Kelola (Transformational Governance), Empati Rakyat (Empathy for the People), Minda Pekin (Prudent Mindset), Apresiasi Inovasi (Appreciating Innovation) and Telus Tadbiran (Transparent Administration).
The event was officiated by Wan Ahmad Dahlan, with Melaka state secretary Datuk Azhar Arshad also present.
At the ceremony, Wan Ahmad Dahlan also launched the Melaka Development Proposal Report (LCP) Manual 2.0, an initiative under the Bureaucratic Red Tape Reform Programme developed by the Melaka Land and Mines Office with support from the State Secretary’s Office and the Malaysia Productivity Corporation.
The initiative has reduced the land acquisition process from 36 months to nine months, saving nearly 75 per cent of time and cutting annual compliance costs by RM6.22 million.
Wan Ahmad Dahlan said LCP 2.0 exemplifies how empathetic and strategic governance restructuring delivers tangible benefits to the people.
“The success of reform is not only measured in numbers but also in the level of public trust in transparent and outcome-driven service delivery,” he said.
He later visited the First Aid Station at Banda Hilir -- the first of its kind in Malaysia -- a collaboration between the Melaka Historic City Council and St John Ambulance of Malaysia, providing immediate emergency treatment for tourists and locals.
Wan Ahmad Dahlan was also briefed on the Melaka Community Paramedic (Parakom), a state initiative involving over 1,500 volunteers deployed at major tourist areas and public events since 2023.
“With the success of LCP 2.0, Parakom and the embedding of H.E.M.A.T. values, Melaka stands as a model of value-based public service reform.
“The close cooperation between JPA and the Melaka State Secretary’s Office exemplifies governance rooted in integrity and empathy, making Melaka a symbol of people-centred reform under the MADANI Government’s aspirations,” the statement added.
He also met with retired civil servants to express appreciation for their contributions, stressing that recognising their service reflects MADANI values of responsibility, compassion and dedication to the nation.
