ENFORCEMENT FG ACTION PLAN: STRATEGIC GUIDE TO BOOST MALAYSIA’S CPI SCORE

Published : 19/11/2025 03:53 PM

KUALA LUMPUR, Nov 19 (Bernama) -- The development of the Enforcement Focus Group (FG) Action Plan is a strategic guide to bolster efforts in improving integrity and enforcement effectiveness, while also boosting Malaysia’s standing and score in the Corruption Perceptions Index (CPI), said Enforcement Agency Integrity Commission (EAIC) chief executive officer Asliza Ali.

She said that the plan, developed under the Corruption Perceptions Index Special Task Force, maps out key strategies, initiatives and actions focused on strengthening integrity, transparency, accountability, and improving the operational efficiency of enforcement.

According to her, the action plan is built around five core pillars: strengthening enforcement; transparency and accountability; whistleblowing and whistleblower protection; bolstering inter-agency collaboration; and strengthening performance monitoring, communication and public education.

“Through the implementation of this plan, the Enforcement FG can drive positive change in the enforcement ecosystem, not only improving public perception of corruption issues, but also ensuring that enforcement is carried out with integrity, professionalism and accountability,” she said.

She said this during an appearance on Bernama Radio’s programme, “Indeks Persepsi Rasuah (CPI) dan Reformasi Penguatkuasaan: Apa Yang Anda Perlu Tahu” (Corruption Perceptions Index and Enforcement Reforms: What You need To Know), alongside Enforcement FG adviser Datuk Dr Mazlan Ahmad.

Elaborating, Asliza said the action plan outlines short and long-term measures and includes clear performance indicators to ensure transparent monitoring and audits. This, she said, will help strengthen public confidence and improve international perceptions of the country’s integrity.

She said the EAIC is committed to ensuring the action plan does not remain merely a document, but is translated into concrete implementation through direct engagement with agencies, clear target-setting and regular audit and monitoring sessions.

Meanwhile, Mazlan said that strengthening integrity among enforcement personnel is key to improving Malaysia's CPI ranking.

“What is important is that those entrusted with the responsibility must be nurtured with a culture of integrity, as it is the cornerstone of success.

“We could reach the 25th position earlier than 2033, if we can instil a culture of integrity,” he added.
