ILTIZAM ACT GUIDELINES TO LAUNCH NEXT MONTH, MARKING MAJOR PUBLIC SERVICE REFORM

PUTRAJAYA, Nov 30 (Bernama) -- The implementation guidelines for the Government Service Efficiency Commitment Act 2025 (ILTIZAM Act), scheduled to be launched early next month, will be a major catalyst in governance and public service delivery reform.

Performance Acceleration Coordination Unit (PACU) executive director Ahmad Jefry Aziz @ Adan said the guidelines will require all ministries to review their policies and regulations periodically.

The guidelines, to be launched by Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar in conjunction with the ‘Rancakkan MADANI Bersama Malaysiaku’ programme from Dec 5 to 7, will complete the implementation of the ILTIZAM Act, which was passed by Parliament in March.

“The ILTIZAM Act will drive a new structural shift in the public service work culture by introducing the ‘One In, One Out’ principle, where for every new regulation introduced, an existing one must be abolished.

“It is a game changer for public service reform, requiring ministries to review guidelines, policies and acts every three years. This ensures there is no overlap in existing rules that contributes to excessive bureaucracy,” he told Bernama in a recent interview.

He said the act is not punitive in nature but serves as an assessment of ministries’ compliance, reflecting their performance and commitment to reform.

The ILTIZAM Act, spearheaded by the Public Sector Reform Division of Public Service Department (JPA), aims to ensure more efficient and transparent service delivery while reducing regulatory burdens on the public and the business community.

Ahmad Jefry said the Act is in line with the aspirations of the Public Service Reform Agenda (ARPA), which is the government’s main driver in strengthening service delivery and public sector governance towards a faster, more transparent, and responsive system for the people.

The Rancakkan MADANI Bersama Malaysiaku programme and the National Public Service Reform Convention 2025, organised by the Prime Minister’s Office in collaboration with JPA and the Malaysia Productivity Corporation (MPC), will take place at Dataran Putrajaya, bringing together key government policies and initiatives under one roof.

For the first time, eight national segments will be featured simultaneously, covering Produk Rakyat MADANI, Kesejahteraan Rakyat MADANI, ASEAN Chairmanship and International Relations, Ukhuwah Rakyat MADANI, MADANI Youth, MADANI Sales, Visit Malaysia Year 2026, and ARPA.

The programme also provides a platform for direct interaction between the public and government leaders, including the Prime Minister, Cabinet Ministers, and senior leaders, to hear public views and understand community needs.
