BENGHAZI, Jan 13 (Bernama-Sputnik/RIA Novosti) -- The attitude of the international community toward the Libyan crisis in the absence of a common agreement on its resolution between the world powers is hindering the formation of a single government in Libya and a political settlement in general, Ali Saidi, the minister of investments in the Benghazi-based government, said in an interview with Sputnik/RIA Novosti.
"The interaction of the international community with the crisis in Libya can be described as destructive, there are significant disagreements between the great powers on Libya," Saidi said. "And also in connection with the lack of agreement within the Libyan High Council of State (HCS) itself, I see that the picture is far from reaching any agreement between the two councils (the HCS and the parliament sitting in the east of the country) on the formation of a new government."
The HCS performs advisory functions and is considered a parliamentary structure in the western part of the country. In the east of Libya, there is a House of Representatives (parliament), whose speaker is Aguila Saleh.
There are two governments in Libya that do not recognise each other. The first is the Tripoli-based Government of National Accord (GNA), supported by the UN and headed by Abdul Hamid Dbeibeh. The second, empowered by the House of Representatives, is based in Benghazi and led by Osama Hammad.
Since the overthrow and murder of Libyan leader Muammar Gaddafi in 2011, Libya has ceased to function as a unified state. In recent years, there has been a standoff between the authorities in Tripoli in the west of the country and the authorities in the east, which are supported by the Libyan National Army under the command of Marshal Khalifa Haftar.
In 2021, the UN-hosted Libyan Political Dialogue Forum in Geneva elected a transitional executive authority pending general elections, which have yet to be held.
