DPMM Proposes More Flexible, Inclusive Approach To Safeguard Courier Industry Sustainability

KUALA LUMPUR, Jan 20 (Bernama) -- The Malay Chamber of Commerce Malaysia (DPMM) has proposed a more flexible and inclusive approach to safeguard the sustainability of the courier industry without undermining the agenda of empowering rural economies and Malay entrepreneurs.

This is followed by the proposed introduction of a floor price for courier services by the Malaysian Communications and Multimedia Commission (MCMC).

On Nov 25, 2025, Communications Minister Datuk Fahmi Fadzil said the government was studying a proposal to set a floor price for courier services to ensure healthy competition in the sector.

He said the proposal would be examined in detail, including through cost audits and industry-wide price assessments, to ensure any floor is sustainable for operators and considers consumer costs.

DPMM president Norsyahrin Hamidon said a greater investment in infrastructure is crucial to improving overall operational efficiency of the courier industry, which in turn would enable the delivery of higher-quality services with greater reliability.

“With more efficient systems and facilities in place, operating costs can be reduced, allowing service providers to offer more affordable services without compromising quality while also benefitting both businesses and end consumers,” he said in a statement today.

Norsyahrin said the proposal must be carefully and comprehensively reviewed as it could have a disproportionate impact on rural and non-urban entrepreneurs, particularly micro, small and medium enterprises (MSMEs).

“The cost structure and level of reliance on courier services among rural entrepreneurs are significantly higher compared to those operating in major urban centres.

“Without appropriate balancing mechanisms, the imposition of a courier floor price risks slowing rural economic participation and contradicts the nation’s inclusive development agenda,” he added.
