CIDB INTRODUCES NEW PERSONNEL REGISTRATION CARD TO IMPROVE WAGE, ATTENDANCE MANAGEMENT

04/12/2025 08:19 PM

KUALA LUMPUR, Dec 4 (Bernama) -- The Construction Industry Development Board (CIDB) today launched the new Construction Personnel Registration Card, a digital platform that integrates attendance monitoring, wage payments and workforce management into a single system.

Works Minister Datuk Seri Alexander Nanta Linggi said the initiative marks a shift towards a safer, more transparent and modern construction industry, directly benefiting more than 1.1 million registered construction workers.

He said the card offers a robust solution through digitally verified attendance and safety records via the CIDB CIMS system, helping to reduce undocumented workers, strengthen enforcement and enhance governance at construction sites.

“Previously, we often faced issues with inaccurate records, but with this card, it becomes easier to identify local and foreign workers, check their attendance and track their entry and exit times. This is crucial in emergencies, during inspections, or in safety-related incidents.

“I see this as a necessary step forward to upgrade and enhance the existing card,” he told a press conference after launching the initiative here today.

Also present was CIDB Malaysia chief executive Zainora Zainal.

Nanta said the card also provides workers with access to a digital ecosystem, including e-Wallet functions, domestic and international money transfers, bill payments, mobile top-ups, reward features and a digital attendance system at construction sites.

Another key component is the e-Wages system, which ensures fair, transparent and traceable salary payments, while making the process easier for employers.

“To date, CIDB has registered 1,168,104 construction personnel, comprising  457,522 foreign workers and 710,582 local workers. All registered personnel hold a special identification card,” he said.

Meanwhile, Zainora said that for now, the use of the new registration card is voluntary, and she hopes employers will recognise the added value it brings.

“The card is actually just a form. The mandatory one is the registration, which can be done in the CIDB CIMS system, but sometimes companies need a physical form.

“That’s why we introduce the Green Card (registration card), although it is not mandatory. Now we enhance it for site attendance and e-Wallet functions, which provide added value,” she said.
