SWCORP ISSUES 1,342 NOTICES FOR LITTERING IN SEVEN STATES

YAN, March 28 (Bernama) -- The Solid Waste and Public Cleansing Management Corporation (SWCorp) has issued 1,342 Offence Notification Notices (NPK) in seven states for littering under the  Solid Waste and Public Cleansing Management Act 2007 (Act 672).

Its chief executive officer Khalid Mohamed said the figure involved 1,058 locals and 284 foreigners, following intensified enforcement to curb littering.

As part of an integrated enforcement approach, SWCorp also carried out the third series of Community Service Orders (PKM) simultaneously today, involving 78 offenders in six states.

The locations were Dataran Sena in Kangar; Pantai Murni in Yan; Dataran Merdeka in Kuala Lumpur; Taman Tasik Bandar in Temerloh; Jalan BBN 1/2, Bandar Prima, Senawang; and Kampung Senibong in Johor Bahru.

“This measure is not only punitive but also provides an opportunity for rehabilitation through direct involvement in community activities.

“It also aims to instil a sense of responsibility towards environmental cleanliness,” he said when observing the PKM implementation at Pantai Murni today.

He said offenders were involved in cleaning pavements, public roads, drainage systems, public toilets and beach areas to ensure public spaces remain clean and safe.

To ensure smooth implementation, SWCorp sought advice from the Ministry of Health (MOH) and the Malaysian Meteorological Department (METMalaysia) due to hot and unpredictable weather conditions.

District Health Offices also deployed personnel at programme locations to ensure safety, health and proper monitoring.

“PKM is not merely a punishment, but also a form of civic education to raise awareness on the impact of irresponsible littering,” he said.

Khalid said the fourth PKM series will involve five offenders in Perlis on March 29, followed by the fifth series involving six offenders on March 30.

In a related development, SWCorp intensified enforcement operations, including Ops Perantau at rest and recreation (R&R) areas from March 7 to 19, which resulted in 49 NPK issued through 40 operations at 19 locations.

Ops Ambang Aidilfitri on March 20 recorded 36 NPK from 26 operations at 35 locations.

Throughout 2025, a total of 3,816 operations were conducted to eliminate and close illegal dumping sites nationwide, involving the cleanup of 1,738.5 tonnes of solid waste at a cost of RM475,666.53.

A total of 21 illegal dumping cases were brought to court, resulting in fines amounting to RM335,000 following 4,268 intelligence operations.

The use of 47 closed-circuit television (CCTV) units also helped detect seven illegal dumping cases, leading to action against the parties involved.

From 2014 to Jan 31, 2026, a total of 192 assets were seized and five forfeited as part of efforts to curb illegal waste disposal.

He said the integrated approach is expected to raise public awareness on the importance of maintaining cleanliness, in line with the government’s aspiration to create a clean, beautiful and prosperous Malaysia.
